The Bureaucrat has more trade levers than any other player and makes the ideal settlement governor or guild trade officer. In a fight it plays like a glass-cannon assassin, and it pays for its economic power with real fragility.

Hit Points at 1st level: 6 + Constitution modifier. At higher levels: 1d6 (or 4) + Constitution modifier per level.
Ability Score Improvements: 4, 8, 12, 16, 19. No spellcasting. Leverage (Charisma) fuels both trade levers and combat finishers. Liquidate is an assassin's burst, once per turn with advantage or from stealth (below the Rogue's, because the economy is the payoff).

Cheaper, more numerous NPC hires. Administration. Settlement governance bonuses, lower unrest, higher tax efficiency, faster development. Market Maker. Establish trade routes; nudge local prices. Power Broker. Stronger contracts; more people on your payroll. Mark for Liquidation. An assassin finisher against an isolated target. Kingmaker / Mogul. Kingdom-scale economic command, then cornering a market or a killing stroke.
Balance: d6 and light armor make it fragile; its real power is the economy and governance, and its price levers bend local markets only, never the global economy.
