Casting costs something, and what it costs depends on where the power comes from.
Arcane casters burn Sunsalt. It is refined from Sunshard, it is bought and sold like any other commodity, and the cost rises with the level of the slot you spend. Cantrips are free. A ninth-level spell is not, and a wizard who cannot afford to cast is a wizard holding a very expensive book.
Divine casters spend Faith. Faith is earned inside a religion and cannot be bought, which keeps clerics inside their church rather than on the open market.
Primal casters draw on something else again. Druids and Rangers do not use either.
Slots run the full ladder from level 1 to 20. Which spells you can reach is a separate question: a curated set is open to everyone, and the rest opens with membership.
Only Clerics and Bishops can return a dead character to play. Not Paladins, not Druids, not Bards. This is deliberate and it is the reason a church is a thing you need rather than a thing you read about: when somebody is holding for a raise, there are exactly two people in the world who can end the wait, and one of them is going to charge you.

Wish is real and it is not free-form. It is a fragment of something no throat on this world was built to say, and it does not grant intentions. You cannot wish for money. A Wish may set a market in motion, or produce an item off a table that includes cursed ones, or turn up a single sealed card from a deck nobody sane draws from. Every one of those can go wrong, and all of them come off a list rather than out of your imagination.
Access is very rare. A wizard who has it casts it once per membership cycle.
